Can You Legally Drive in Korea?

Before We Begin

There are two main ways for foreigners to drive legally in Korea :

  • Driving with an IDP (International Driving Permit)
  • Driving with a Korean Driver's License

If you plan to drive using an IDP, your country must be a member of either the Geneva Convention (1949) or the Vienna Convention (1968). Korea recognizes both systems.

If you plan to exchange your home-country driver's license for a Korean driver's license, some countries qualify for simplified procedures through Korea's license-exchange agreements. In many cases, this means reduced testing requirements or exemption from the written exam.

Driving with an IDP (International Driving Permit)

For most visitors, this is the easiest and most widely accepted way to drive in Korea.

Although Korea has several systems for recognizing foreign driver's licenses, most rental car companies require foreign drivers to present a paper International Driving Permit (IDP).

To drive with an IDP, bring:

  • ✅ Original home-country driver's license
  • ✅ International Driving Permit (IDP)
  • ✅ Passport

Important:

⚠️ The name on your driver's license, IDP, and passport must match exactly. Even small spelling differences can cause problems.

⚠️ All documents must be valid and unexpired.

⚠️ Your IDP must be issued in the same country as your driver's license.

⚠️ You may drive in Korea for up to 1 year from your date of entry, but never beyond the validity period of your IDP.

⚠️ Your home-country driver's license must be the original physical license. Photocopies, scans, screenshots, and digital images are not accepted.

additional requirements may apply. Be sure to read the rental car section below before traveling.

Driving with a Korean Driver's License

This option is usually for long-term residents, people who exchange their foreign license, or drivers whose IDP is no longer valid.

To exchange your driver's license, you will need :

  • ✅ Korean driver's license
  • ✅ Alien Registration Card (ARC) or Residence Card

Some insurance companies and driving-related services in Korea may require a Korean driver's license.

⚠️ If you plan to rent a car using a Korean driver's license, many rental companies require proof of at least one year of driving experience. This may be verified through insurance records, apostille-certified documents, or embassy confirmation letters.

Not Eligible to Drive

If you do not have a valid IDP, your IDP has expired, or you do not hold a Korean driver's license.

This generally applies if :

• ❌ Your country is not recognized under the Geneva or Vienna Convention systems

• ❌ You do not have a valid IDP

• ❌ Your IDP has expired

• ❌ You do not hold a Korean driver's license

👉 In these situations, you will generally need to exchange your license or obtain a Korean driver's license before driving in Korea.

For short-term visitors, public transportation, taxis, and intercity trains are usually the easiest alternatives.

Additional Requirements

🗣️ The 1-Year Rule

You may drive in Korea for up to 1 year from your date of entry, regardless of how long your IDP or foreign driver's license remains valid.

Example:

You arrive in Korea on March 1, 2026 with a German IDP valid until 2029.

You may legally drive in Korea only until March 1, 2027.

After that, your IDP is no longer valid for driving in Korea, even if it remains valid in other countries.

To continue driving in Korea, you must obtain a Korean driver's license.

How you obtain a Korean driver's license depends on your country:

  • Case 1: Drivers from countries with license-exchange agreements may be eligible to exchange their foreign driver's license for a Korean driver's license.
  • Case 2: Drivers from some countries may be eligible to exchange their license based on their country's agreement with Korea.
  • Case 3: Drivers who are not eligible for license exchange must obtain a Korean driver's license through the normal testing process.

🗣️ Rental Car Requirements

Even if you are legally allowed to drive in Korea, rental companies may have additional requirements.

Most rental companies require :

  • ✅ Original home-country driver's license
  • ✅ International Driving Permit (IDP)
  • ✅ Passport

Common additional requirements :

  • ✅ A payment card that works in Korea
  • ✅ Minimum age requirement
    • Most rental cars require drivers to be at least 21 years old.
    • Some larger vehicles (such as 15-passenger vans) may require drivers to be at least 25 years old.

Card Tips:

• Some companies require a credit card, while others may accept a debit card.

• Regardless of card type, make sure your card is approved for international transactions and can be used in Korea.

• Bringing a credit card is strongly recommended to avoid delays or rental refusal.

⚠️ Requirements can vary by company and vehicle type.

⚠️ Always check requirements directly with the rental company before booking.

🗣️ What Vehicles Can You Drive?

Your IDP only covers the vehicle categories listed on your home-country driver's license.

Korea follows the same principle.

Common IDP Categories :

  • B = Passenger Car
  • D = Bus or Large Passenger Vehicle

Some newer IDPs use more detailed categories such as B1, C1, and D1.

⚠️ Rental company rules may vary.

You may only rent vehicles that match the categories shown on your license and IDP.

Some rental companies use these categories to determine which vehicles you are allowed to rent.

But, the same license may be accepted by one company and restricted by another. Always check before booking.

🗣️ What police check during a stop

If police stop your vehicle, they will usually verify your identity and driving documents.

Common checks include :

  • ✅ Original driver's license
  • ✅ IDP or recognized foreign license
  • ✅ Passport
  • ✅ Validity dates
  • ✅ Vehicle category covered by your license

⚠️ In Korea, you must carry your driving documents while driving.

Common Mistakes

🗣️ Invalid or Fake IDPs

This is a common mistake among foreign drivers. Online "instant IDPs" are often NOT recognized in Korea.

A real, valid IDP usually looks like this:

  • Paper booklet format (not a plastic card)
  • ✅ Contains text in multiple languages
  • ✅ Has your photo, license info, and issuing authority
  • ✅ Issued by your country's official automobile association or authorized government agency.

Warning signs of fake or unrecognized IDPs

  • ❌ Plastic card only (no booklet)
  • ❌ Advertised as "instant online issuance"
  • ❌ Bought from an unclear private website

👉 Get your IDP from an official issuing authority in your country before traveling.

🗣️ "I'll just bring the IDP"

An IDP is not valid by itself. You must also carry your original driver's license.

🗣️ "I didn't check the validity dates"

All three documents must be valid for your entire driving period in Korea :

  • Home Driver's license
  • IDP
  • Passport
🗣️ "I can keep using my IDP forever in Korea"

No. An IDP can be used in Korea for only 1 year from your date of entry.

🗣️ "I'll just leave my license at the hotel"

Don't. You must physically carry all three documents while driving. "Left it at the hotel" is not an excuse — Police may ask to see them during a traffic stop.

The lists below show which countries participate in the international agreements recognized by Korea for IDP use.

⚠️ Some countries may appear on both lists. This is normal because they participate in both the Geneva Convention (1949) and the Vienna Convention (1968).

Apply for your IDP at least 2–3 weeks before departure. Some countries process within an hour, others take days or weeks.
